Naruto has to fight a nin from a village he has no knowledge of... he has no idea of what kind of jutsus they are capable of... he's at a serious disadvantage and those nins have surprise attacks on their side... now, think about Itachi... he could have already have fought nin from that nation... meaning, it's not as likely he'll fall into the same traps as Naruto might... either way... I just don't think they are as strong as the older two... getting closer, but not quite there yet...
